Annihilator Axe Procs

Could you please look into the proc rate of the axe's. Since the new core I've found it takes a lot longer (minutes) to get 3 stacks of the armor shred using two with my enhance shaman. It never used to take anywhere near as long. Thank you.

Attack a boss

I've played hours and hours and its never taken that long to apply the armor shred Proof: I believe the proc rate is wrong or bosses are resisting it when they shouldnt be.
